NASA Planetary Research and Analysis: What is R&A?

While the planetary community generally considers R&A the basic science and data analysis programs in the ROSES calls, there is significant variation in what NASA considers R&A. The last Decadal Survey did not rigorously define what is included and, just as importantly, what is not included in the phrase “R&A programs”. This must be corrected.
