Boldly Increase the Planetary Science Research & Analysis Budget by 50% Immediately

A change in paradigm for planetary scientist funding on mission and instrument teams has not been met by a corresponding transfer of funding into the Research & Analysis program to compensate. We recommend a bold 50% increase to the R&A budget as soon as possible to fix the systemic problem, followed by sustained increases each year following.
