Solar wind creation and early evolution is fundamental to Heliophysics. Advances require reliably tracking individual packets of solar wind from the low corona to 1 AU. We need 360°, high-resolution, high-cadence coronal and solar wind measurements. These are bottom-line requirements to advance basic research, space weather modeling, and operational forecasting.
