This fundamental scientific question is motivated by the need to understand the effects of increasing carbon dioxide and ongoing solar variability on the Geospace environment. This White Paper describes the architecture considerations for an observing system to accurately measure trends and changes in Geospace to inform future societal, economic, & policy decisions.
