Novel Measurement Architectures Addressing Unresolved Issues Concerning Radio Wave Scintillation and Ionospheric Irregularities

Scintillation is a major space weather hazard that hinders radio communication and navigation. Despite this importance, critical questions concerning scintillation in relation to larger-scale ionospheric phenomena remain. We advocate for coordinated and simultaneous space and ground-based measurements of plasma and multi-frequency scintillation to determine the underlying physical processes.
