State of the Profession: Maintaining and Expanding Incoherent Scatter Radar Expertise within the US Geospace Community

Incoherent scatter from the ionosphere remains the most powerful, and only, ground-based technique to observe full-altitude profiles of fundamental ionospheric properties such as electron density and electron and ion temperature. Ensuring the future success of incoherent scatter radar (ISR) theory and practice will require extensive new workforce development initiatives.
